Brandon Rowe, 28, of 406 Elk St., was charged Sunday by Johnson City police with felony offenses after being taken into custody following a vehicle pursuit.
Police answered a call of a suspicious person in the 800 block of North State of Franklin Road, "and Rowe fled from officers in his vehicle, striking a police cruiser in the process," a report said.
The pursuit ended when Rowe crashed his car on North Greenwood Drive. He was taken into custody "after a short foot chase," the report said.
Rowe was charged with kidnapping, aggravated assault, evading arrest, reckless endangerment and resisting arrest.
Police did not elaborate on why the kidnapping charge was filed.
He was being held in the Washington County Detention center on $125,000 bond, and was is scheduled to appear Thursday in Washington County General Sessions Court.
