Died: May 1, 2013

Billy Ray Carter, age 83, of Greeneville, passed away Wednesday at Johnson City Medical Center.

He was retired from The Austin Company.

Mr. Carter attended First Church of God.

He was a loving husband, father, and grandfather.

He is survived by his loving wife of 47 years: Helen Collins Carter; daughter and son-in-law: Julie and Steve Hobbs of Little Rock, Ark.; sons and daughters-in-law: Bill and Maxine Carter of Greeneville and Terry and Rebecca Carter of Knoxville; grandchildren: Paul Carter and wife, Natalie, of Johnson City, Jason Carter and wife, Casey, of Greeneville, Jessica Hobbs of Fayetteville, Ark., Morgan Carter of Knoxville, and Tara Hill, Heather Harrison, Kelly Carter, Kim Willett and husband, Allen, all of Greeneville; seven great-grandchildren; one brother: J. Mack Carter of Limestone; brother-in-law: Bobby Collins of Afton; and sister-in-law: Ettie Carter of Chuckey.

He was preceded in death by sons: Lewis Jones and Rickey Carter; father: Wilbur Carter; mother: Montie Day; and brothers: Paul Carter, Howard Carter, and Rex Carter.

The family will receive friends from 5-7 p.m. today at Doughty-Stevens Funeral Home with the funeral service following at 7 p.m. in the chapel. The Rev. Doug Jennings will officiate.

Family and friends will meet at GreeneLawn Memory Gardens at 11 a.m. Saturday for the committal service. The Rev. Michael Vaughn will officiate.

Pallbearers will be Paul Carter, Jason Carter, Jerry Vincent, Ray Smyth, and Steve Hobbs.

The family expressed special thanks to the staff of Laughlin Memorial Hospital Emergency Room, the wonderful staff at Johnson City Medical Center ICU Wing No. 2900, and Dr. Phillip Thwing.
