The Rev. Willard Harvey Carter, 94, passed away Sunday at approximately 2 a.m.

Born in Scott County, Va., on Sunday, Sept. 15, 1918, he was a son of the late Andrew Jackson Carter and the late Louverna Manis Carter. There were six sisters and three brothers.

He received his formal education in the Commonwealth of Virginia, where he was a member of the Beech Hill basketball team.

On Saturday, June 21, 1941, he married Effie Head. They had five children: four daughters and one son. The oldest and youngest of the children preceded him in death.

On Saturday, Dec. 18, 1943, he was ordained a minister by the Baptist denomination of churches.

On Thursday, May, 21, 1981, after 39 years and 11 months of blissful marriage, his wife, Effie, died after a brief illness.

Willard was a member of the Kingsport Fire Department, where he rose to the rank of captain. He was also the instructor of the Kingsport Life Saving Crew.

On Oct. 13, 1987, Willard married Ethyl Pearson.

For many years, he was a member of the Kingsport I.O.O.F.

He was a member of the Masonic Lodge, where he rose to the office of master and obtained his 32nd degree. He was a member of the York Rite, Eastern Star, and the Ancient Arabic Order of the Nobles of the Mystic Shrine.

His free time was sparse, but when it was available, he enjoyed constructing large clocks.

His children, grandchildren, great-grandchild, and the rest of his family will miss him as will the friends that knew him. The impact of his life will be missed by those of the community who did not know him.
